ASSOCIATIONS INCORPORATIONS ACT, 1984.
BY ‑ LAWS OF
SOUTHERN DISTRICT SOCCER REFEREES INCORPORATED.
ADOPTED ON THE 24TH NOVEMBER 2002
1. ALTERATION TO THE BY ‑ LAWS
(a) Each Member of the Branch shall have the right to apply for variation of these By-Laws.
(b) Each Committee shall have the right to apply for variation of these By‑Laws.
(c) Notice of Motion for such variation shall be submitted in accordance with Clause 28 of the Rules of this Branch.
(d) The By ‑ Laws shall only be varied by a majority vote of those persons in attendance and entitled to vote.
2. UNIFORM
(a) Subject to (k) the shirt shall be mono tone black with white collar and sleeve trim, long or short sleeve or as allowed by New South Wales Soccer Referees Inc.
(b) Shorts shall be monotone black.
(c) Socks shall be monotone black or as allowed by N.S.W.S.R. Inc.
(d) Footwear shall be predominantly black with white or black laces.
(e) Cap may be worn if required and shall be black or black and white peak cap style with the approved badge.
(f) Badge to be worn on the left breast of the official uniform shall be that as determined by N.S.W.S.R.Inc.
(g) Branch identity may be worn other than on the official uniform of this Branch.
(h) Any breach of By‑Law 2 may result in a $10 ‑ 00 fine.
(i) When acting as an assistant referee, during inclement weather a predominantly black jacket or jumper with the official badge or a clear jacket may be worn over the uniform.
(j) Uniform requirements shall apply to all active members of this Branch.
(k) The alternate N.S.W.S.R. Inc. shirts may be worn in Premier League matches only or in matches approved by the Management Committee.
3. CLASSIFICATION OF REFEREES
(a) Referees shall be classified in accordance with the N.S.W.S.R Inc. grading schedule and its requirements.
(b) For the purpose of registration with the N.S.W.S.R Inc, this will be the only classification used by the Branch.
(c) This Branch may use any method of classification to meets its own needs.
4. COMPETITION
All S.D.S.F.A. Inc. competition matches shall be staffed with priority. This does not apply to games allocated by N.S.W.S.R. Inc.
5.APPEALS
In accordance with clause 13 (ii) of the Rules of this Branch, legal representation shall only be permitted at any hearing of the Executive Committee or Appeals Committee upon the lodgement of a fee of $3000‑00 at the time of lodgement of the appeal. $1500-00 of which is non-refundable.
6. DUES
(a) This Branch at an Annual General Meeting shall determine the percentage of match reimbursements a Member shall pay into the Branch as Dues.
(b) Such dues shall be paid on each and every match accepted by the member, unless it is exempted by the Management Committee.
(c) Such dues shall be paid by a member at the General Meeting following the period in which the member officiated, or as determined by the Management Committee.
(d) Any member who fails to pay dues on game reimbursements as per clause 6(c) shall become unfinancial with this Branch and lose all entitlements accorded a member until such dues are paid in full.
7.LEVIES
Should any member fail to pay a levy approved by the Branch within one (1) calendar month on which date the motion was carried, the member shall lose all entitlements accorded a member until such levy is paid in full.

8. FINES
(a) Where the Executive Committee is of the opinion that a member has failed in his duty as an appointed Referee at a match he may be fined for such dereliction as follows:-
(i) Incorrect filling in of a Team Sheet :- $10.00
(ii) Incorrect filling in of Report :- $10.00
(iii) Failing to send in a Report :- $10.00
(iv) Failing to turn up at appointed match : ‑ Match Reimbursements
plus Dues.
(v) Failing to pay Dues on game
reimbursements as required by
Clause 6 of these By‑Laws :‑ $20.00
(vi) Any member who fails in his or her duty as required by 8(a) (i), (ii) and (iii)
must still fulfil his or her duties as required by the aforementioned sections.
Failure to do so within seven (7) days of the stipulated deadline may result in the Executive Committee issuing a $30.00 fine or citing the member concerned under Clause 12 of the Objects and Rules.
(b) Any member cautioned by the Chairperson at a General Meeting, Special General Meeting, Annual General Meeting shall be fined an amount of $10‑00.
(c) Any Member failing to attend an A.G.M. or S.G.M. without reasonable cause will incur a fine of $ 50‑00.
(d) Any member who is not in attendance at a General / Special General Meeting of the Branch shall have all Minutes and all reports forwarded to them by mail, unless other arrangements for collection have been made. If mailed, a postal fee shall be charged to the Members account.
(e) Such fines are due and payable within 21 days from the notification of the fine/fines being imposed on a member.
(f) Any member or Official wishing to appeal against any fine or fines imposed by the Executive Committee under this clause, shall do so under Rule 13 of the Objects and Rules of the Branch.
(g) Any affiliated member failing to attend an General Meeting or Special General Meeting without submitting an apology, either by phone or by writing to the Secretary before said meeting, will incur a fine of $10 ‑ 00.
9.REPORTS
(a) If in any match appointed to, the Referee:-
(i)Cautions a player or players;
(ii) Sends a player or players from the field;
He shall make a written report (in duplicate) unless Faxed or Emailed.

(b) He shall report (in duplicate) unless Faxed or Emailed any incident in relation to any such match, which in his opinion calls for a report.
(c) All such reports for Saturday and Sunday matches shall reach the Examination Board Chairperson or the P.D.& I.C. Delegate by 6.00 pm on the following Monday. For mid week matches all such reports are to reach the Examination Board Chairperson or the P.D. & J.C. Delegate within 48 Hrs. after the conclusion of such match.
10. FINANCIAL YEAR
For the purpose of Auditing the Financial Year of this Branch shall end on 30th September of each year.
11. CLEARANCE
A clearance will not be issued until seven (7) days after written request has been received by the Secretary for such a clearance and all monetary accounts and any outstanding tabled matters have been finalised with the Branch.
12. EQUIPMENT
Any member associated directly with refereeing shall have in their possession the items of equipment necessary to perform their duties .
13. DELEGATES
The following number of delegates shall be elected at an Annual General Meeting and carry out the duties as per Clause 18 (k) of the Rules of this Branch.
(a) There shall be Two (2) delegates to the N.S.W.S.R. Inc. plus one alternate.
(b) There shall be Two (2) delegates to S.D.S.F.A. Inc. plus one alternate.
14. P & D ADVISOR
One member of the Examination Board shall be appointed P & D advisor to S.D.S.F.A. Inc. plus one alternate.
15. EQUIPMENT OFFICER
The Senior Vice President shall automatically assume the duties of Equipment Officer of this Branch .
16. PUBLICITY OFFICER
The Junior Vice President shall automatically assume the duties of Publicity Officer of this Branch.
17. MATCH REIMBURSEMENTS
This Branch shall adopt the scale of match reimbursements as set by the N.SWA.S.F for any year.
18. ELECTION OF OFFICIALS
Any Member who has been nominated for Election as per the Objects and Rules (Rule 20 ‑ELECTION OF OFFICIALS), shall have their names listed against the position so nominated for and this shall be published, along with correspondence, that is sent to the members appertaining to the Annual General Meeting.
19. MEDIA
(a) No member shall make any statement or make any comment to the MEDIA (whether Newspaper, Magazine, Press, Radio, T.V., Cable, Internet or otherwise) concerning any matter pertaining to the Branch, without first receiving written approval from the Executive Committee.
(b) Any Breach of this By-Law shall render the member to be dealt and / or subject to a penalty in accordance with Rule 12.
